This server behavior let you show or hide a region based on the status of the cart if the cart is empty or if the cart is not empty. This server behavior is similar to the standard Macromedia Show Region server behavior used by a recordset. This behavior don't have a visual panel because don't need parameters, but only insert in the page the code to show or hide the selection .
